Katedra politológie FiF UK Vás pozýva na výskumný seminár s Prof. Jozefom Bátorom na tému: Reinvigorating the Rotating Presidency: Slovakia and Agenda Setting in EU Foreign Policy. 

Abstrakt: Jozef Bátora will present his paper that uses the case of Slovak presidency in the Council in the 2nd half of 2016 to examine the balance between autonomy and integration in the conduct of the rotating presidency by a small member state. It finds Slovakia introduced a set of innovative socialization- and training practices in cooperation with EU-level institutions, most notably the General Secretariat of the Council. Also, the Slovak government employed various practices that put it in position to shape the EU’s foreign policy agenda including indirect promotion of key national interests, chairing of working parties in the Council, working the cabinets of key EU institutions, convening meetings of Association Conferences with countries in the neighborhood, and hosting an informal EU heads of governments meeting in Bratislava. These findings indicate that while many functions of the rotating presidency in the area of EU foreign policy were formally taken over by EU-level institutions, on the level of day-to-day practices, there remains quite some scope for autonomous action by the rotating presidency in shaping EU foreign policy agenda.
